About a year ago I was reading CAD calls when I read a call for Indecent Exposure at a health club. There was no case report, and not much information. A week later, I read another CAD call, same location, again no case report. There was a license plate listed in the notes and a good physical description. The next day there was another CAD call, again no case report, at a Safeway grocery store not far from there, same physical description.
I pulled the license plate info and gave the info to the Police Area Representative. The officers went to the health club and found 4 more victims that didn’t report it, and an employee who had seen the vehicle there several times. I did a date/time probability search and created a map for the officers. The car listed to an older man but the description of the suspect was 19-20 yrs old. Officers did surveillance on the health club on the dates/times suggested and observed the suspect drive through the parking lot. He was contacted and confessed to 7 incidents there as well as several others. He was very remorseful and had some mental issues with dealing with stress in his life.
If I had not had easy access to the CAD info, this would not have been discovered until/or when an officer wrote a report, and none of the responding officers advised the PAR officer or me of any of the incidents. We got him before he could escalate into something worse as he admitted that he tried to get two teenage girls to get into his car.

San Jose CADmine Alert Locates Critical Witness to Homicide

Sergeant Zarate was working a six-month-old homicide investigation. The victim was a transient who was stomped to death while sleeping in his sleeping bag. Having been unable to locate one of the main witnesses, and after just receiving his CADmine training, Sergeant Zarate set up a CADmine Alert. He asked to be notified in the event any contact was made with one of the witnesses needed for court. After setting up the alert, the detective was notified within 24 hours. The alert indicated another officer had contact with the main witness for drunk in public. The witness was located for his crucial testimony in this case.

Corona. CA Police Evaluate 12-hour Patrol Shifts

The Corona CA Police Department was asked to review its personnel schedule plans. The Police Department has for many years scheduled a 10-Plan (officers work 10 hours X 4 days a week). Many southern California agencies use a 12-Plan. There is debate as to which plan is best and the advantages or disadvantages of each. A group of personnel was assembled that represented various functions of the organization, including the POA, to research and recommend a best plan. Other police departments on the 12-Plan were contacted. It became evident that many implemented their plans during a time when statistical or objective data was lacking.
Fortunately for us, we had recently purchased Corona Solutions products of CADmine, Staff Wizard and GeoBalance and which were interfaced with our CAD system. Staff Wizard became essential in analyzing workload by hour of day and day of week. The function of ‘Probability of All Units Busy’ easily identified problem hours and days of the week. Staff Wizard’s charts and graphs provided easy to see data for supervisors and administrators that were convincing as to recommending schedules that would improve the availability of resources during the hours and days that needed those resources.
The recommended schedules are being vetted by the affected divisions and city functions and should be implemented over the coming months. The Corona Police Department is currently staffed with 158 sworn personnel policing a rapidly growing city of 140,000. The city of 40 square miles has experienced an annual 8% population increase for several years. Prior to the purchase of the Corona Solutions products, the Police Department committed substantial staff time for research and justification of staff increases. This has been greatly improved by Staff Wizard which enables the Corona Police Department to display convincing scientific data, graphs, and charts, for recommended staff increases, to the City Manager and City Council.
A public safety sub-station (combined Police and Fire) is presently under construction in a newly developed part of the City. It will require redeployment of field personnel. We know that Corona Solutions – GeoBalance will be critical to meeting our rezoning of patrol beats. GeoBalance will enable us to review workload and patrol data for all areas of the city and implement a city-wide redeployment plan.
CADmine has greatly improved our analysis of calls for service, particularly identifying problem areas quickly. With its numerous statistical and event information reports, CADmine has become an additional resource to our crime analysis unit.

Merseyside Police (United Kingdom) Use Staff Wizard to Optimize Resources
In 1996 Merseyside Police established a review team with a remit to:- review the deployment of operational officers and associated support staff with a view to identifying the most appropriate shift system(s) to best effect a match between demand for services and available resources.
The Shift Review Team’s work soon led it outside its original terms of reference in their search for a solution, the most difficult aspect of which was how to improve service delivery, with limited resources, whilst having regard to the health, welfare and morale of their officers.
Although they knew from simply comparing calls for service with the number of officers on duty that the present shift system was not meeting demand efficiently they needed a more comprehensive picture of actual demand in order to identify a more appropriate shift system.
Utilising Staff Wizard to match officer deployments to demand we were able to produce a demand profile for the force. This took into account factors such as geographical size, miles of road, desired response time, service time per call, the number of emergency / non emergency calls, administration activities, etc. This ability to deal with multiple factors simultaneously gave a far more accurate profile that could be obtained manually. When individual areas were examined separately the influence of geographical size and road density was evident despite some Areas having similar numbers of calls for service.
On 4th January 1999, the force introduced a new shift pattern. At the same time the Shift Review Team was renamed the ‘Work Scheduling Unit’ to provide a more permanent reference point for Resource Managers, Area Commanders and individual officers. To overcome the lack of management information arrangements were made for regular downloads from the Force Command and Control System to be made. This information was then passed on to resource Managers to ensure that they were able to respond quickly to changes in their demand profile. The system would also provide the data required for some of their performance indicators.
The introduction of Patrol plans has been met by a largely positive response by operational officers who appreciate the direction given by the plan and the predictability of duties that it gives. The Plans have brought a more even distribution of workload which has benefited all patrol officers.

Snohomish County Matches Staff to Workload
Snohomish County Sheriff’s Office in Washington State has been a Corona Solutions customer since 1996, utilizing Staff Wizard® and GeoBalance™ . The heads of the department knew they were drastically understaffed and their County Council required them to prove in tangible terms why, and how much, additional staffing they required to keep pace with their growing community. They successfully justified to their County Council and their local union the need for additional staffing using Staff Wizard.
The Sheriff’s Office has received funding to increase their staff by 5-10 percent since they implemented Staff Wizard. Now, they have the ability to show clearly how much staffing is required to provide various levels of service to residents of Snohomish County. At each staffing meeting, the Sheriff’s Office presents a ‘Menu’ showing different operational goals and the staff required to reach them.
They now re-analyze their CAD data approximately twice per year to make sure that their schedules are aligned with their busy times. They discovered that they were switching shifts during busy times and were able to make modifications to their scheduling to ensure shift overlap during those critical periods.
Snohomish County also utilizes GeoBalance to balance their patrol zones, enhancing departmental efficiency.

Seattle Police Department Utilizes Corona Solutions
Seattle Police Department (SPD) was challenged to
- Improve the balance between patrol staffing and patrol workload by using CAD-based workload information to assist in placing new officers
- Provide the Patrol Operations Bureau Commander and Precinct Commanders with regular reports on patrol staffing and activity by region
- Gain flexible access to CAD records to respond to special research requests on patrol staffing and activity from SPD units and command staff, the City Council, and the public.
Some examples of SPD’s specific uses of the Operations Database designed by Corona Solutions include:
- Applying current, flexible measures of patrol workload to plan allocation of new officers to precincts
- Providing current monthly reports of staffing, workload, and individual officer activity to patrol supervisors
- Providing information on specific events or units to the Homicide and Internal Investigations Units
- Providing research assistance on emergency response time issues to our Assistant Chiefs
- Obtaining information on patrol time spent on alarms and domestic violence events to our Alarm Project and Domestic Violence Unit
- Summarizing actual daily on-street patrol staffing by area and by date in response to questions from the public or the City Council.
Ancillary Benefit: The Domestic Violence Unit requested special research into the amount of time patrol officers spent on domestic violence events, so this time could be added to the time spent by the Unit’s detectives for total time spent on such events. A query of the Operations Database provided the answer within an hour or two, and the results could easily be broken down by time period or area of the City, if desired. In contrast, response to such a request under the previous data arrangements would have required several months and considerable programming work.

GeoBalance Helped Ottawa Police Service with Their Redistricting Project — A success story shared by the Ottawa Police Service
After uniting three smaller municipal police services and annexing the Ontario Provincial Police territory, the Ottawa Police Service (OPS) knew they needed to re-evaluate the effectiveness of their Service Development Model (SDM). Over 1000 sworn officers and 400 civilian members are committed to the effective and efficient delivery of quality police services in the City of Ottawa. OPS wanted to change the existing SDM by adding one division, reducing the number of districts by ten, and reducing the number of patrol zones by four. They left the number of neighborhoods the same. By making these changes, Ottawa hoped their goals of balancing the workload between districts and zones and maintaining the logical integrity of their natural boundaries would be achieved.
